I would suggest that the world simply triple the length of a day from 24 hour to 72 hours for all of 1999. This will effectively give the companies and governments of the world 2 additional years to fix the problem.
The cost for this effort?
Some sysadmin time to adjust machine dates or automated scripts could easily be developed to handle this process.
The hardest part of this is getting everyone to agree to do this.....
But I actually think that its a viable solution given the potential catastrophic results that might occur.
Who can champion this effort?
Who has the clout?
Obviously, the time to act is now!!!!!!!!
